Rolling Stock Affordable Housing

Initiated as a pilot program in February 2003, the Rolling Stock Program adopts an innovative rapid re-housing approach to homelessness. Through this program, Boston-based homeless families ineligible for state emergency assistance can receive our help in securing permanent housing in neighborhood apartments. Families currently in shelter who have the ability to move into an apartment quickly (e.g. have a current rental voucher, an offer of subsidized housing, or income to sustain a market-rate apartment) are offered housing search assistance, start-up costs, furniture, and a savings plan. Travelers Aid Family Services contributes towards their rent while the families are involved in a savings plan for their future. Most importantly, these families commit to at least one year of case management services including budgeting, accessing community resources, debt management, assistance with job search and improvement, and other life skills that insure long-term housing stability.  Like all of our housing programs, Rolling Stock is designed to bring a family through the homeless experience in a way that empowers them to achieve lifelong housing and family goals. Over the last fiscal year, 35 families including their 79 children were housed through the Rolling Stock Program.


To qualify for Rolling Stock, a family m
ust demonstrate verification of their homelessness, be ineligible for state-funded Emergency Assistance, and have the means to transition into affordable housing through stable income, a Section 8 rental voucher, or an offer of subsidized housing.
